Previously in 11.04 and below, the /desktop/gnome/interface/toolbar_style and /desktop/gnome/interface/toolbar_icons_size settings were able to be used to control the toolbar within GNOME...
Reverting to the fglrx drivers in the 10.04 repository fixes the issue so I'm guessing ATI broke something in later versions. Here's hoping things stay fixed for later versions of Ubuntu.
