You seem to be implying that 7 was rushed out the door, but if you go back and look at the release dates of the previous versions of Windows you'll see that we usually get a new version every 2 or 3...

There is no solution so long as the end-user can install software. You can try to educate the user, but most non-techies don't seem to care.
